Together with courts, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) has successfully completed the implementation of the Improving Judicial Efficiency Project (the Project). Significant progress in the work of courts has been achieved through the Project. The number of oldest cases has been reduced; proposals for legislative amendments have been prepared; for the first time, the implementation of SOKOP – System for Electronic Data Processing has enabled a more efficient processing of the so-called utility cases up to the enforcement stage; court buildings have been reconstructed and equipped and the public perception of the judiciary has improved.

The Project was funded by the Government of Norway and the Government of Sweden during the period between 2011 and 2016, and it was implemented by the HJPC BiH in cooperation with the courts in BiH. The official final date of the Project was 30 June 2016. The total value of the project was KM 16.2 million; of that amount, the Norwegian Government's grant was KM 9.1 million, and the Swedish Government grant KM 7.1 million. Direct beneficiaries of more than 70% of the total value of the Project were the courts.

The aim of the Project was to increase the general efficiency in all courts, with a particular focus on the efficiency in processing civil cases at first instance courts in BiH. In addition to introducing general improvements, which are of significance for all courts, the Project identified a certain number of courts in which it implemented a series of activities to increase their performance efficiency. The Project partnered with the basic courts in Zvornik, Modriča and Prijedor, municipal courts in Tuzla and Mostar, and the Municipal Court in Sarajevo.
